MiM Asks for Steady Water Supply to Twin Cities

Hyderabad January 27: The Old city of Hyderabad would get additional 15 MGD of drinking water to cater the needs of three Assembly segments in old city where acute drinking water shortage prevailing. On the representation of Hyderabad MP and Majlis e Ittehadul Muslimeen Leader Barrister Asaduddin Owaisi the government agreed for additional water supply and also for the allocation of 300 crores towards sewage master plan under the old city development package announced by Chief Minister Dr Y S Rajashekar Reddy.
In a meeting held at residence of City In charge Minister Mohd Ali Shabbir (Information and public relation & power) apart from Hyderabad MP Barrister Asaduddin Owaisi, Members of legislative assembly Muqtada Khan (Afsar Khan), Syed Ahmed Pasha Quadri, Mouzzam Khan, Water Works Managing Director Jawahar Reddy, and Director Technical M Satyanarayana participated.

MiM MP Asaduddin Owaisi informed that the various places in old city were facing severe drinking water shortage and sought for augmentation of supply through Krishna. He asked for ensuring proper drinking water supply to citizens of old city and complained that entire division I and II consisting of Assembly segments Chandrayangutta, Charminar and Yakuthpura are facing water shortage.Every time the people in Hyderabad city faces shortage of drinking water in summer but it was surprising to see the shortage of drinking water in summer. The Charminar MLA Ahmed Pasha Quadri complained that during the last 15 to 20 days the old city was facing water problem in three constituencies that includes Farooq nagar, Al Jubial colony, Barkas, Bibi Ka chasma, Misri gunj, Kumar wadi, Edi Bazar, Palam Road, Dood Bowli, Narqi phool bagh, Mohd Nagar etc. He added that we can also say that entire ward 19, 20 and parts of 22 that belong to Yakuthpura are facing water problem. Quadri also reminded for speeding up the process for 8 water works in different areas and sewer lines works for Saddam colony and Kumar wadi.
Mr Owaisi asked the Managing Director Water works for increasing 15 MGD of water supply from Krishna project to both the divisions and added that presently the board was supplying 5 MGD to Division I and 10 MGD to Division II. He added that board could ensure of 13 MGD to Division I while rest 7 MGD to Division II. He also wanted the restoration of Khanapur water line for providing drinking water through Miralam reservoir from Singur project. He said that the lane was laid on the instance of Hyderabad MP with more than 70 lakhs. Referring the sewage master plan, Owaisi asked the Information Minister Shabbir Ali for prevailing upon the government for allocation of 300 crores in the ensuing budget for water works under sewage master plan. The Minister assured that the government would allocate the budget and stated that he (Minister) would speak with Chief Minister Dr Y S Rajashekar Reddy for allocation.

Water Works Managing Director Jawahar Reddy said that for the past two years government was providing 300 crores budgetary allocation to water works towards Krishna phase I and phase II. Since the Krishna project phase II was completed and the government can allocate the same funds for sewage master plan. MiM MP Asaduddin Owaisi also wanted to know about the old city package works for sewage improvement, on this Managing Director Reddy said that works under sewage master plan would be taken up likely from second week of February. He added that the works are taken up under JNNURM scheme and the proposal has been already send to central government for approval. Under JNNURM, 35 percent would be provided by centre while 65 percent will be from state government. Mr. Owaisi also inquired about the progress on Attapur sewage treatment plant (STP), on this Managing Director Reddy said that already detail project report has been send for approval and would be taken up at the earliest.

The Karwan MLA Afsar Khan complained about the pollution problem under Division 3 and pending works in the constituency, reacting on this Managing Director Reddy said that board was giving priority for pollution works. Khan stated that due to old sewer lines in the segment pollution problem was prevailing in most of the places and urged for taking up the works on speedy basis in resolving it. Mouzzam Khan MLA Asif Nagar asked for taking up minor emergency works to dealt with priority and stated that there was not much water problem in the area but the complains if any over the pollution problems are being left pending.

Hyderabad Assembly : The Majlis e Ittehadul Muslimeen (MIM) asked the government to take up the construction of barrages in neighboring districts of Hyderabad to preserve the flood water for providing drinking water supply to twin cities and Cyberabad areas. Participating in the short discussion on floods in the state assembly, The MIM floor leader Akbaruddin Owaisi expressed serious concern over the non filling of both the reservoirs Himayatsagar, and osmansagar despite heavy rains. He stated that all the major reservoirs in the state are overflowing while the both Himayatsagar and osmansagar yet to fill the MiM Leader also underlined the need for protection of catchments area for filling up the reservoirs.

Mr Akbaruddin Owaisi also wanted that the government to pursue Japan government for obtaining the assistance for taking up the 534 KM revert and bunds on delta and underlined the need for expediting the works on irrigation projects to protect the state from recurring floods.
He stated that the estimates have crossed from 226 crores to 1340 crores in 12 years for taking works on glories and reverts on delta which could avoid the floods. Referring to media reports, he said that Andhra Pradesh is moving towards severe cyclonic storms in next few years along with other coastal states according to the assessment of scientists. “The destruction might be more severe than what we had experienced 10 days before or that experienced in Gujarat,” he added. The intensity might be increased 10 to 20 percent according one of the observation, he pointed out. According to the observation the state has already entered the cycle of 40 years cycle of cyclone for which records are available, he added. Criticizing both the ruling congress government and the main opposition Telugu Desam Party (TDP) for indulging in blame game on flood relief, he asked both the government and TDP to concentrate on relief and long term measures rather than indulging in political bickering.

MiM Floor Leader Akbaruddin Owaisi expressed condolence to the families of deceased and sympathy to the flood victims who suffered hardship during the floods. He stated that floods in Godavari, Krishna and its tributaries have been worst ever in over five decades exceeding the devastation caused in 1986 and 1996 causing wide spread damages. He added that week long floods have affected 6509 villages in 467 mandals in 16 districts paralyzing the lives for several days. He expressed hope that the central team which is the state to make detail assessment of the damages would recommend massive quantum of assistance to the state from central government. Criticizing the government over its ill- preparedness on flood control, he pointed out that the not even the sand bag including sand was available for protecting the breaches in bunds. He stated that per 5 KM “lashkar team” should be there for protection of canals unfortunately the lack of staff created problems for protection of canals and bunds. Owaisi said that out of 100 staff required only 40 staff was available with the department for protection of canals.“Though air force helicopter were deployed for air dropping food packets, water and milk sachets and medicine, many people stranded in their marooned villages starving for days,” he added.He said that the naval launches also could not bring relief to all marooned villages resulted annoyance among the flood victims upon the local administration for their callousness in providing timely relief.

MIM Floor leader stated that the devastation caused by floods could be known from the fact that state government has sought central assistance of 1,435 crores for permanent and temporary relief. He stated that the total losses were estimated to 1913 crores including the damages to crops worth 525.66 crores. About 1.42 lakh houses were fully and partly damaged. He stated that flood affected areas are exposed to epidemics but government has organized only 548 health camps when 6509 villages were affected with floods. “The government has organized medical camps in only 310 villages with insufficient medical staff,” he pointed. He stated that medical camps are organized for one week but government has organized camps for two days with meager budget of 5 lakhs which was inadequate for medicine.
Referring to roman proverb “ they came, they saw and they went back”, he said that the Prime Minister Dr Manmohan Singh and UPA Chairperson Sonia Gandhi, Union Minister for Home visit has disappointed the flood victims.

Hyderabad , Assembly : The Majlis e Ittehadul Muslimeen (MIM) expressed strong displeasure over the government not implementing the reservations to Muslim minorities in the allotment of housing under housing board and other government scheme.

Home Minister K Jana Reddy reacting to MIM Floor Leader plea said that government would now onward would implement the reservations to minorities in weaker section housing. Participating on the discussion on bill to amend housing board, MIM Floor Leader Akbaruddin Owaisi said that state government has issued orders for providing 20 percent reservations to Muslims in housing, unfortunately during the Congress 2 and half years period, the minorities were never given their true share.

He added that I had obtained detailed information from the district collectors, which indicates that only one percent houses were provided to minorities in the state. Terming the amendment bill on housing board as step towards the closer of Board,

Mr Akbaruddin Owaisi said that Joint venture would never helpful and always been the failures. He stated that government has introduced the bill hastily and wanted the bill be withdrawn. He also stated that when ever bill introduced minister concerned would brief about the benefits about the bill but here the Minister did not briefed. Reacting on this Minister said that being mentioned in the bill i have avoided repeating the same.

Hyderabad: The MIM has expressed serious concern over the mounting traffic woes in the state capital and blamed the police for ignoring the regulation duties. Raising the issue during Zero Hour in the Assembly on Thursday, MIM floor leader Akbaruddin Owaisi pointed out that the traffic police had been ignoring the regulatory work as they were busy imposing fines on helmetless drivers. "In every nook and corner of the city you find the police busy issuing challans and not regulating the traffic," he said and pointed out that a whopping Rs 15 crore was collected in 2006 as compounding fee. He wanted to know how much of this amount was spent on improving the traffic junctions, signal lights and others. Stating that Hyderabad has the largest vehicle density in the country — 2337 vehicles per kilometre — Akbaruddin lamented that the road availability, however, was only six per cent. The total number of vehicles in the twin cities had crossed 22 lakh with autos numbering over 1.5 lakh, twowheelers 16.8 lakh and cars 1.67 lakh, the MIM leader said and pointed out that the police were grossly understaffed to control the traffic. "There are about 150 vacancies but no steps are being taken to fill them up," he said. Reacting to this, home minister K Jana Reddy said a joint meeting would soon be arranged with three ministers — municipal administration, home and transport — to look into the traffic problems and find a solution.

MiM : Muslims get a raw deal in A.P land distribution scheme


The Muslims in the State got a raw deal in recently-concluded land distribution scheme of Indira Prabha, which was done in three phases from last year. The total land distributed was 3,94,349 acres in which Muslims were allotted less than one per cent. Only 2,812 muslims got the land out of 2,56,060 beneficiaries. The contrast was more glaring in the third round with just 191 Muslims getting land out of 35,999 beneficiaries. It is surprising the government went ahead with the land distribution without allotting not even a single acre in some of the districts. In Visakhapatnam, West Godavari and Ranga Reddy districts minorities did not get even a single acre. Minorities belonging to Srikakulam and Vizianagaram districts were ignored in second phase, and Prakasam, Warangal, Kadapa and East Godavari district muslims were cold shouldered in the third phase. “It is disheartening to see that so many districts failed to provide land to the poor Muslims,
though the scheme is meant for them,” said MLA Akbaruddin Owaisi after he staged a walk-out from the Assembly.

Thank you, Mr. Deputy-Speaker, Sir, for giving me the opportunity.
I rise to support the Demands for Grants of the Ministry of Home Affairs. My first point is regarding the naxallites. If you see the Annual Report of the Ministry, the number of incidents of deaths of civilians, policemen and naxallites has increased. At the same time, if you see the figures of Andhra Pradesh for the year 2004, when the State Government had a cease-fire with the naxallites, the incidents of deaths have really come down. If you compare it with the figures of 2005 the deaths have really increased. Therefore, my suggestion to the hon. Minister of Home Affairs is this.
It has been stated in the Annual Report that the problem of naxallites has spread to nine States. So, why do we not have a national policy towards it? The best part is that this Government, this formation has accepted the naxallite problem as a socio-economic problem. When you are accepting it as a socio-economic problem, then there needs to be a cease-fire. A dialogue process should be restarted again so that we can find an end solution to it. A bullet for a bullet will not be an answer to it.
I would like to bring to your notice about what happened in Andhra Pradesh yesterday. The ‘Salva Judum’ activists have entered Andhra Pradesh and forcibly taken away 14 people and three people have died while escaping. Where is this thing going on? How to stop it? How can we encourage such sort of activists to take the law into their own hands?
Yesterday at the Sardar Vallabh Bhai Patel Police Academy there was a seminar where the Chairman of the second Administrative Reforms Commission Shri Veerappa Moily has gone on record and stated that the Central Government is thinking about having a new Central legislation to curb organised crime and to have a new law to control the terrorism activities.

Sir, I believe that this is nothing but reviving of POTA. I oppose such laws which are going to be made. As far as POTA is concerned, the Act has been repealed over here. I had very vociferously asked that at least as far as confession is related, retrospective effective should be given to confession, but that has not been taken into consideration. What is happening now? But for our repealing POTA, these five innocent Banaras youths would have been under POTA. They have been left because their identities have not been proven.
As far as Gujarat is concerned - I am sure that my hon. friend, Shri Mistry will corroborate what I am saying - more than 42 cases have been booked. Each case has 125 witnesses. Despite a POTA Review Committee giving a recommendation that all the Godhra detainees prima facie cannot be booked under POTA, the Gujarat Government has gone against the recommendation of the POTA Review committee and the Supreme Court has given a stay. It has not recognised the POTA Review Committee's suggestions. I would like to know from the hon. Home Minister, through you, what steps the Government is taking to ensure that those people who have been booked in Gujarat under POTA and are lying in Sabarmati Jail get justice. In Sabarmati Jail, in camera proceedings are being done. No Press person is allowed. Even the parents of the accused are not allowed. For more than three years, they have been lying in Sabarmati Jail. What is their policy? Why do you not go to the Supreme Court and get the stay vacated? POTA Review Committee has actively and clearly stated that prima facie there is no case against these Godhra activists.
In the same Hiren Pandya case, a statement has been given on oath by Mr. Mushtaq Chanmiya. Who is this Mushtaq Chanmiya? He has said on oath that he has links with ISI. He has said that he had got money from ISI and Mufti Sufian had helped him. He has said that Yasin Farooqi had helped him. Mr. Chanmiya is going scot-free. He is not being arrested over there. This clearly shows that the present Government over there is hand in glove with them. It is conniving with and helping only terrorists. Why has Mr. Chanmiya not been arrested? The best part of it in Gujarat is that in Hiren Pandya case, an accused is a witness in a tiffin bomb case. He is also an approver in the conspiracy case. Gujarat has been legally turned into a banana republic. In Hiren Pandya case, the CBI is inquiring. Why can the CBI not inquire into the conspiracy case also? What is stopping you? I am really surprised.
As far as Gujarat is concerned, I would like to point, through you, that this is damaging our democratic institutions. This is what the terrorists want. They want to destroy our democratic institutions. People are losing faith in these institutions. The process of law should not get diluted. The process of law should be legitimate. I would like to bring, through you, to the notice of hon. Home Minister that among the Muslim youths, there is a talk about this thing. I see anger in their eyes. I see mistrust in their eyes. I see all these things in their eyes. I am telling you with all responsibility that I fear a backlash. These are the things which become fodder for all these people.
Five days ago, a terrorist has been killed in an encounter in Delhi. Unfortunately, he happened to be from Hyderabad. His parents do not know his whereabouts for the past three years. On 4th January, an IPS officer belonging to Hyderabad had called for a press conference. In front of the Press people, he openly abused the father of this boy. Ten days ago, he called his father and told that they would take him to Bangladesh. Why is he making all these statements? What kind of message is the Police Department sending to the common man on the streets? People are worried over there. This sort of statement should not have been made.
Justice U.C. Banerjee Commission has given its report. If and when, the report is tabled, will the Government go for a CBI inquiry?

On the Babri Masjid issue, you have stated in the Annual Report that Liberhan Commission's time will finish on 30th of March. Liberhan Commission must give its report by 30th March. At the same time, there is crime no. 198 of Babri Masjid case which is in Raebareilly. There was a discussion in this august House at that time that crime no. 198 should be joined with crime no. 197 of Lucknow. The notification has to be issued by the State Government. I would request the Samajwadi Party Members who are here to pressurise their Government in UP. Let the Central Government make a request to the State Government that a notification should be issued.
The latest report tabled by the National Human Rights Commission clearly states that they are annoyed with the response of the State Government of Gujarat as far as relief and compensation is concerned. Losses worth Rs. 658 crore had taken place, but the Gujarat Government has given only Rs. 56 crore. Why does not the Central Government come out and say that we will give compensation to the Muslims as has been given to the Sikhs in Delhi? Why cannot you give compensation to them?
The UPA Government has come into power because of the massacre of Muslims in Gujarat. But for the massacre, you would not have come into power. The people are asking us this question. What is this combination doing? Why cannot Muslims of Gujarat be given compensation if Sikhs can be given compensation?
The National Human Rights Commission has stated that Rs. 658 crore worth damage of property took place, and only Rs. 56 crore has been given by the Government of Gujarat. Why cannot the Central Government come forward and give it?
Lastly, as regards the Jessica Lal case, there is anger about the judgement. But anger cannot turn into a policy. If the Government is going to bring in a legislation, then that piece of legislation will give more powers to the police. It would mean that more innocent people would be harassed. We have 164 Cr.P.C., which states that a witness can make a statement before the Magistrate.
I would also like to request the hon. Home Minister that -- as far as the POTA detainees in Gujarat are concerned -- he should get that stay vacated. Why cannot you probe the conspiracy case, if you are probing the Hiren
Pandaya case?

Speaker Sir the President has rightly said that in the first General Election of this Millennium the people have rejected the forces of divisviness and intolerance.Mr Manmohan Singh after taking being sworn in as PM said this is a mandate for change for strengthening the secular foundation of our Republic.
Sir whatever BJP & Allies may say the 2004 Elections are a watershed in Indian Parliamentary History .People gave a Positive mandate to the Congress,& their Allies as well the Left parties & other Secular parties.Minorities were with the dominant & Secular Minded sections of the Majority Community in voting against the BJP & it pseudo secular allies in the NDA.The TDP debacle in AP is a clear example of how the BJP & NDA allies bore the brunt of voters anger against their misrule,divisive agenda,and their AntiMInority policies in State after State ,Minorities voted enbloc for the Secular Parties ,Left parties & other Secular alternative,whether it is TDP,Trinamul,JD<> all of them Hve paid the price for their alliance and support and sharing power with BJP .In AP TDP in its Mahanadu talked of snapping ties with BJP,leaders of TDP took CBN to task for continuing alliance with BJP even after Gujarat Carnage thereby totaling alienating the Minorities.Sir whether it was Telangana which trhe BJP once considered as its stronghold or the Coastal Andhra & Rayalseema minorities got alarmed by the spurt in the activities of the Sangh Parivar ,particularly the frequent visits of Singhal,Tagodia.The minorities joined forces with the Secular Sectiond of the society to deal a Crushing blow to TDP & BJP .Sir in 1984 BJP got 2 seats all ,over the country one of those 2 MPs came from AP.This time the BJP has drawn a Blank 7 its strength in AP Assembly has come down to 2 MLAS.
The opposition parties allege that it is a fractured mandate ? Sir the Nda strength has been rerduced to 185 which is only one third BJP & it Pseudo Secular Allies and got only 35% of votes,whereas the Non NDA parties ie Secular Parties got TWO THIRD of the seats .This Has been the most decisive Election which has determined in clear terms the Direction Country should take.
The previous Government used slogans like INDIA SHINING,.THE leader of opposition confesse now after his party humiliating defeat that these slogans didn’t work.where as before Elections he was the one had given this slogan after seeing it a Raymonds ad ,But the common man knew that India Shining campaign was a false propaganda .Feel Good factor of Economy was a cruel joke played on the poor and helpless farmers in the country.The fact that India Shining & Feel Good campaign failed became obvious when the Then Dpm decided to embark on a Yatra which was an utter failure ,it had no response from public,it confirmed BJP worst fears of lack of support .Yhey then realised that they have a last chance to whip up a frenzy by launching a vitriolic attack on Sonia Gandhi.The day they launched this vicious personalized attack campaign on that very day the they admitted that Sonia Gandhi had popularity & SHE was going to get a mandate to be the next PM of INDIA .
Sir till the last minute Hitech Naidu was claiming that he will win & retain power because of mis leading reports given to him by his coteries ,Mr Vajpayee was also taken for a ride by the BJP coterie which made him believe that the party could compensate the likely losses in AP by winning 30 seats in UP but the final figure came to only 11 seats.Sir very soon we are going to see BJP being deserted by its allies TDP blames BJP & claims that by not removing MODI ,it was the main cause OF ALIENATION of Muslims from TDP .Sir the fact remains that CBN did initially demand rermoval of Modi but bargained on the Dead bodies of Gujrati Muslims but claiming 15 lakh ton of rice under Drought relief but blames BJP today to distance himself from Saffron Brigade.
Sir we have the about turn of Jayalalitha in dumping the Hindutva Agenda ,she might be followed by the lady from West Bengal,it looks like every ally is jumping from the sinking ship.
BJP will never come back to power unless they totally reform themselves, give up there divisive Agenda.
Speaker Sir I would like to bring to the notice of this House that Muslims can differentiate between friends and foes appeals were made by Imams of Mosques to vote for BJP but Muslims knew who to vote , the biggest fraud was played by the so called SENSIBLE CITIZEN ,when asked why this sensible Citizen was endorsing BJP the reply was BJP secular. The surprising thing that after staying in one party for 30 long years enjoying all the positions and suddently endorsing that BJP is secure it reminds me of a famous of Hyderabadi saying Basi Kadi of Ubal Ayya.

Mr. Speaker Sir, the fabric of secularism is an urgent need of repair and correction. We must remind ourselves that Sang parivar has only been stopped from coming into power. We have to ensure that these forces of hatered are completely annihilated . In para 24 there is a mention that the govt. will enact a model law to deal with communal violence. My demand over here this law must be made compulsory for all the States to adopt it The President has rightly mentioned that the Gujarat carnage was gruesome. Speaker Sir, through you I would like to the notice of the Prime Minister that Sir, in last five years Muslim minorities have troubled day in and day out. There are many tears in many eyes now is the time Mr. Prime Minister to wipe those tears especially from the Gujarati Muslims who have lost everything. What they want is a govt. who can punish the guilty, who can rehabilitate them they want this UPA govt. to ensure safety for their lives and a guarantee that in future the modern day Neros do not create another Gujarat in any part of our country . I demand that the Union Government should order an inquiry through Ministry of Home Affairs that why is it POTA has been applied only to Muslims in Gujarat, I also demand that the Prime Minister should also order a fresh inquiry into the killing of Hiren Pandya. Mr. Speaker Sir, 19 Muslim youths from Andhra hav e been arrested for the murder of Hiran Pandya. Sir, isn’t surprising that this killing takes place in Gujarat and the father of late Hiran Pandya contest against the leader of Opposition claiming that the CM of Gujarat is responsible for his son’s death and what we see AP youths have been arrested under POTA for this murder. The Central Investigating Agencies unfortunately became a tool in the hands of Hindutwa forces to settle their scores. The reason Hyderabad and AP were targeted because this is one place where there is high level of political consciousness among the Muslim masses and that is why Hyderabad is being targeted by the Sangh Parivar.

Sir, the Govt. must provide constitutional status to the miniorities Commission. Sir. In para 25 it says I quote “On Ayodhya issue” I would like to lodge my strong protest on the mention of this world , whereas the whole country including the Courts of Justice mention it as Babri Masjid case or Babri Masjid demolitrion case. In future I request that this issue should be called Babri Masjid demolition case. We welcome the stand taken by the govt. that they will wait for the court verdict. I would like to clarify that there will be no negotiations with any one how mighty or any Excellency comes forward with an offer of talks. Muslims of India will not negotiate but I would like to reiterate what has been said in the past that we will abide by the decision of Courts.

I also welcome the govt.’s decision to repeal POTA. My request to Hon. Prime Minister through you Sir people who have been charged under POTA and whose cases are pending after the act is repealed they should also be discharged from those cases. The govt. should also impose a ban on the distribution of Trisuls and RSS should not be allowed to use Public places for its parade or for its Shakhas.

Sir, I welcome the Govt. steps for promotion of Urdu language under article 345 and 347 of the Constitution. Ex-Prime Minister Shri I.K. Gujaral submitted a report in 1975 and later Shri Ali Sardar Jafferi also submitted the report but the provision of ARTICLE of 345 and 347 still remain a written decoration on the Constitution Books. I also welcome the proposal to establish a Commission to look into issues of mionority professional institutions. Sir, the Constitution of India has conferred educational rights on minorities. The education rights of minorities remain from last more that five decades AN ILLUSION AND A PROMISE OF UNREALITY. I would request the govt. to give reservation to the Muslim minority in govt. educational institutions as well.

The biggest minority of the land i.e. Muslims scattered throughout the country. As a matter of fact this is the only Linguistic and Religious Minority, which has a special case. Therefore Central Universities can only provide unbiased treatment to them. The affiliation of Minority professional colleges with the Central University will prove to be a right steps in the right direction. Further it will solve many problems which the regional Universities can not solve because of their institution. The govt. must give statutory powers to this Education Commission. Speaker Sir, the uneducated biggest minority of the land will be a liability and a scare on Indian composite society. Educate them they will become an asset and march along with their countrymen in the nation building process. Dr. Gopal Singh Commission in 1992 pointed out that the Muslims and neo Budists are educationally backward. He suggested for special efforts but till now no special efforts have been taken. The problems of Neo Budists has been solved by providing them facilities of SCs.





Foreign Policy

India must have peaceful relation to all the neighbouring countries. Sir, after UPA has come in to power out foreign policy has been put on correct path by reiterating that India’s stand for the legitimate aspirations of the palastine people. Sir, the Sangh pariwar people were openly advocating a Christian, Jew, Hindutva triangle against the Muslim world. The BJP led NDA govt. has totally against India traditional policy for support of palastian cause in their fight against Israeli occupation. In fact BJP Govt. turned into a strategic allay of Ariel Sheron govt. by maintaining a Stoic silence in the face of Israeli atrocities. I hope the Present UPA govt. will initiate measures with like minded nations to develop a positive attitude for a solution the palastinian problem by containing the ambition of Zionist Colonial Settler State this is emphatical the aspiration of palastian people. I take this opportunity to implore upon govt. of India and the External Affair Minister to persuade the United States about the futility of its Iraq’s policy which has been universally condemned especially after the revelation of atrocities in the Abu Gharib Prison and damage done to the Mausolem of Hajrat Ali in Najaf. Peace efforts with Pakistan should continue.

Speaker Sir the President has rightly said that in the first General Election of this Millennium the people have rejected the forces of divisviness and intolerance.Mr Manmohan Singh after taking being sworn in as PM said this is a mandate for change for strengthening the secular foundation of our Republic.
Sir whatever BJP & Allies may say the 2004 Elections are a watershed in Indian Parliamentary History .People gave a Positivemandate to the Congress,& their Allies as well the Left parties & other Secular parties.Minorities were with the dominant & Secular Minded sections of the Majority Community in voting against the BJP & it pseudo secular allies in the NDA.The TDP debacle in AP is a clear example of how the BJP & NDA allies bore the brunt of voters anger against their misrule, divisive agenda,and their Anti Minority policies in State after State ,Minorities voted enbloc for the Secular Parties ,Left parties & other Secular alternative,whether it is TDP,Trinamul,JD<> all of them Hve paid the price for their alliance and support and sharing power with BJP .In AP TDP in its Mahanadu talked of snapping ties with BJP,leaders of TDP took CBN to task for continuing alliance with BJP even after Gujarat Carnage thereby totaling alienating the Minorities.Sir whether it was Telangana which trhe BJP once considered as its stronghold or the Coastal Andhra & Rayalseema minorities got alarmed by the spurt in the activities of the Sangh Parivar ,particularly the frequent visits of Singhal,Tagodia.The minorities joined forces with the Secular Sectiond of the society to deal a Crushing blow to TDP & BJP .Sir in 1984 BJP got 2 seats all ,over the country one of those 2 MPs came from AP.This time the BJP has drawn a Blank 7 its strength in AP Assembly has come down to 2 MLAS.
The opposition parties allege that it is a fractured mandate ? Sir the Nda strength has been rerduced to 185 which is only one third BJP & it Pseudo Secular Allies and got only 35% of votes,whereas the Non NDA parties ie Secular Parties got TWO THIRD of the seats .This Has been the most decisive Election which has determined in clear terms the Direction Country should take.
The previous Government used slogans like INDIA SHINING,.THE leader of opposition confesse now after his party humiliating defeat that these slogans didn’t work.where as before Elections he was the one had given this slogan after seeing it a Raymonds ad ,But the common man knew that India Shining campaign was a false propaganda .Feel Good factor of Economy was a cruel joke played on the poor and helpless farmers in the country.The fact that India Shining & Feel Good campaign failed became obvious when the Then Dpm decided to embark on a Yatra which was an utter failure ,it had no response from public,it confirmed BJP worst fears of lack of support .Yhey then realised that they have a last chance to whip up a frenzy by launching a vitriolic attack on Sonia Gandhi.The day they launched this vicious personalized attack campaign on that very day the they admitted that Sonia Gandhi had popularity & SHE was going to get a mandate to be the next PM of INDIA .
Sir till the last minute Hitech Naidu was claiming that he will win & retain power because of mis leading reports given to him by his coteries ,Mr Vajpayee was also taken for a ride by the BJP coterie which made him believe that the party could compensate the likely losses in AP by winning 30 seats in UP but the final figure came to only 11 seats.Sir very soon we are going to see BJP being deserted by its allies TDP blames BJP & claims that by not removing MODI ,it was the main cause OF ALIENATION of Muslims from TDP .Sir the fact remains that CBN did initially demand rermoval of Modi but bargained on the Dead bodies of Gujrati Muslims but claiming 15 lakh ton of rice under Drought relief but blames BJP today to distance himself from Saffron Brigade.
Sir we have the about turn of Jayalalitha in dumping the Hindutva Agenda ,she might be followed by the lady from West Bengal,it looks like every ally is jumping from the sinking ship.
BJP will never come back to power unless they totally reform themselves, give up there divisive Agenda.
Speaker Sir I would like to bring to the notice of this House that Muslims can differentiate between friends and foes appeals were made by Imams of Mosques to vote for BJP but Muslims knew who to vote , the biggest fraud was played by the so called SENSIBLE CITIZEN ,when asked why this sensible Citizen was endorsing BJP the reply was BJP secular. The surprising thing that after staying in one party for 30 long years enjoying all the positions and suddently endorsing that BJP is secure it reminds me of a famous of Hyderabadi saying Basi Kadi of Ubal Ayya.

Mr. Speaker Sir, the fabric of secularism is an urgent need of repair and correction. We must remind ourselves that Sang parivar has only been stopped from coming into power. We have to ensure that these forces of hatered are completely annihilated . In para 24 there is a mention that the govt. will enact a model law to deal with communal violence. My demand over here this law must be made compulsory for all the States to adopt it The President has rightly mentioned that the Gujarat carnage was gruesome. Speaker Sir, through you I would like to the notice of the Prime Minister that Sir, in last five years Muslim minorities have troubled day in and day out. There are many tears in many eyes now is the time Mr. Prime Minister to wipe those tears especially from the Gujarati Muslims who have lost everything. What they want is a govt. who can punish the guilty, who can rehabilitate them they want this UPA govt. to ensure safety for their lives and a guarantee that in future the modern day Neros do not create another Gujarat in any part of our country . I demand that the Union Government should order an inquiry through Ministry of Home Affairs that why is it POTA has been applied only to Muslims in Gujarat, I also demand that the Prime Minister should also order a fresh inquiry into the killing of Hiren Pandya. Mr. Speaker Sir, 19 Muslim youths from Andhra hav e been arrested for the murder of Hiran Pandya. Sir, isn’t surprising that this killing takes place in Gujarat and the father of late Hiran Pandya contest against the leader of Opposition claiming that the CM of Gujarat is responsible for his son’s death and what we see AP youths have been arrested under POTA for this murder. The Central Investigating Agencies unfortunately became a tool in the hands of Hindutwa forces to settle their scores. The reason Hyderabad and AP were targeted because this is one place where there is high level of political consciousness among the Muslim masses and that is why Hyderabad is being targeted by the Sangh Parivar.

Sir, the Govt. must provide constitutional status to the miniorities Commission. Sir. In para 25 it says I quote “On Ayodhya issue” I would like to lodge my strong protest on the mention of this world , whereas the whole country including the Courts of Justice mention it as Babri Masjid case or Babri Masjid demolitrion case. In future I request that this issue should be called Babri Masjid demolition case. We welcome the stand taken by the govt. that they will wait for the court verdict. I would like to clarify that there will be no negotiations with any one how mighty or any Excellency comes forward with an offer of talks. Muslims of India will not negotiate but I would like to reiterate what has been said in the past that we will abide by the decision of Courts.

HISTORY OF MAJLIS E ITTEHADUL MUSLIMEEN

Majlis E Ittehadul Muslimeen President Sultan Salahuddin Owaisi (Salar e Millat)

The grip of Majlis-e-ittehadul Muslimeen on the community remains strong, With a Member representing Hyderabad in the Lok Sabha, five members in the Andhra Pradesh Assembly, 40 corporators in Hyderabad and 95-plus members elected to various municipal bodies in Andhra Pradesh, the All-India Majlis-e-Ittehadul Muslimeen is one of the foremost representatives of the States Muslims and the most powerful Muslim party in India and one can see the party’s strength if he goes to Hyderabad and Parts of Muslim Dominated Villages of Andhra Pradesh .Everywhere u look u can see MIM written on walls ,light poles and buildings besides green flags and posters of there Leaders fluttering over there small Offices .The Majlis has brought a lot of development to the Old parts of the city even though its opponents who are mostly Ex Majlis workers. Keep harping that nothing has been done. The Majlis was formed in 1927 “for educational and social upliftment of Muslims”. But it articulated the position that “the ruler and throne (Nizam) are symbols of the political and cultural rights of the Muslim community… (And) this status must continue forever”. The Majlis pitted itself against the Andhra Mahasabha and the communists who questioned the feudal order that sustained the Nizam’s rule. It also bitterly opposed the Arya Samaj, which gave social and cultural expression to the aspirations of the urban Hindu population in the Hyderabad State of those days. In the year 1927 the Ulema, Mashaikeen and Mouzzizeen of all sections of Muslim community of Hyderabad had formed a party called “Ittehaad Bainul Muslimeen”. This party’s 3rd president Nawab Mohammad Bahadur Khan (Khaid-E-Millat) changed the party’s name to “Mumlikat-E-Majlis-E-Ittehadul Muslimeen”. In the year 1948 the police action took place during that movement the 6th president of the party was Moulana Khasim Razvi Sahab.By the mid-1940s, the Majlis had come to represent the Muslim minority as a united front The opponents regarded it as remarkably aggressive and a violent face of Muslim militancy as it organized the razakars (volunteers) to defend the “independence” of this “Muslim” State from merger with the Indian Union. According to historians, over 1,50,000 such `volunteers’ were organized by the Majlis for the Nizam State’s defense but and according to them again they are remembered for unleashing unparalleled violence against Hindus and the communists and all those who opposed the Nizam’s “go it alone” policy. It is estimated that during the height of the razakar `agitation’, over 30,000 people had taken shelter in the Secunderabad cantonment alone to protect themselves from these `volunteers’and on the other hand thousands of Muslims were killed by the Indian Army. But the razakars could do little against the Indian Army. Moulana Khasim Razvi Sahab was arrested and was sent to Poona Jail and the organization banned in 1948. In the year 1957 he was released on the basis that he must leave India and go to Pakistan. Before going to Pakistan he offered several people to take over the charge of Presidentship of the “Mumlikat-E-Majlis-E-Ittehadul Muslimeen” party, but no one came forward to accept. Moulana Razvi Sahab then called Moulana Abdul Wahed Owaisi a famous lawyer and an Islamic scholar from Jamia Nizamia and nominated him as the President of “Mumlikat-E-Majlis-E-Ittehadul Muslimeen” party. Those were the days when the massacre of the Muslims by the Indian army was still fresh in the minds days and there was a fear in the Muslim community to come forward and put a voice for the uplitfment of Muslims When Moulana Abdul Wahed Owaisi became the president to “Mumlikat-E-Majlis-E-Ittehadul Muslimeen” party, the then govt wanted to abolish the Majlis party but Moulana Abdul Wahid Owaisi refused to do so and was seen as a person who financially supported the party when it was bankrupt and weak after the Police Action in Hyderabad. Abdul Wahid Owaisi is also credited with having “re-written” the Majlis' constitution according to the provisions in the Indian Constitution and “the realities of Muslim minority in independent India”. He fought the legal case for winning back Darussalam, the MiM headquarters. For years he conducted public meetings and Muslims who were in fear started to trickle in to attend these public meetings .These public meetings became such a success that lakhs of Muslims came from all over the state to attend them. On 2nd March 1958 in a grand public meeting Moulana Abdul Wahed Owaisi declared an amendment in the Party’s manifesto that he has changed the name of the Party to “Kul Hind Majlis – E – Ittehadul Muslimeen” in accordance with the constitution of India. After this the Central and State Governemnt arrested Moulana Abdul Wahed Owaisi on 14th September 1958 and sent him to Chanchalguda Jail. Before he was sent to jail Moulana Abdul Wahed Owaisi nominated Sultan Salahuddin Owaisi as the acting president of the “Kul Hind Majlis – E – Ittehadul Muslimeen” party. Sultan Salahuddin Owaisi on the path of earlier the president also conducted public meetings for about 11 months and carried out the working of the party. After 11 months the Government released Moulana Abdul Wahed Owaisi unconditionally. According to a former journalist, Chander Srivastava, for the first decade-and-a-half after this “reinvention”, the Majlis remained, at best, a marginal player in Hyderabad politics and even though every election saw a rise in its vote bank, it could not win more than one Assembly seat. The 1970's saw an upswing in Majlis’ political fortunes. In 1969, it won back its party headquarters, Dar-us-Salaam — a sprawling 4.5-acre compound in the heart of the New City. It also won compensation which was used to set up an ITI on the premises and a women’s degree college in Nizamabad town. In 1976, Salahuddin Owaisi again became the working president of the A.I.M.I.M after his father’s demise and was also jailed various times for his political views etc. At that time there were bye elections being conducted in the two municipal divisions. It was for the first time that A.I.M.I.M had participated in the bye elections to the two municipal divisions and it won both the seats. In the Election to the Hyderabad Municipal Corporation the A.I.M.I.M also won the majority of seats. After securing the majority in the Hyderabad Municipal Corporation the Government has merged the Secunderabad and Hyderabad Municipalities, due to which the A.I.M.I.M instead of being the ruling party emerged as the first opposition party. At that time Sultan Salahuddin Owaisi was the floor leader of A.I.M.I.M party in the Corporation. In the year 1962 – 84 Janab Sultan Salahuddin Owaisi was continuously elected as the M.L.A from A.I.M.I.M party. This started an important phase in the history of the Majlis as it continued expanding its educational institutions, Hospitals, Banks, including the first Muslim minority Engineering College and Medical College. Courses in MBA, MCA, Nursing, Pharmacy and other professional degrees followed now by a daily newspaper known as Etemaad Daily. The 1970s were also a watershed in Majlis’ history as after a long period of 31 years, Hyderabad witnessed large-scale communal rioting in 1979. The Majlis came to the forefront in “defending” Muslim life and property Majlis workers could be seen at these moments defending the properties of Muslims in the wake of riots and these workers were very hard even for the police to control them ,even now it is a known fact that there are nearly 4500 units of strong members who only act if there is a serious threat to the Owaisi family and these members are under the direct orders of the Owaisi family which leads the Majlis party leaving aside thousands of workers and informers throughout the State and even outside the country far away till America and the Gulf countries.Salahuddin Owaisi, also known as “Salar-e-Millat” (commander of the community), has repeatedly alleged in his speeches that the Indian state has “abandoned” the Muslims to their fate. Therefore, “Muslims should stand on their own feet, rather than look to the State for help'’.He argues. This policy has been an unambiguous success in leveraging the Majlis today to its position of being practically the “sole spokesman” of the Muslims in Hyderabad and its environs. Voting figures show this clearly. From 58,000 votes in the 1962 Lok Sabha elections for the Hyderabad seat, Majlis votes rose to 1, 12,000 in 1980. The clear articulation of this “stand on one’s feet” policy in education and `protection’ during riots doubled its vote-share by 1984. Salahuddin Owaisi won the seat for the first time, polling 2.22 lakh votes. This vote-share doubled in the 1989 Lok Sabha elections to over four lakhs.The Majlis has since continued its hold on the Hyderabad seat winning about five-and-a-half lakh votes each time. Despite remarkable economic prosperity and negligible communal violence in the past decade, the hold of the Majlis on the Muslims of Hyderabad remains, despite minor dents. And despite widespread allegations of Majlis leaders having “made money”, most ordinary Muslims continue to support them because, as one bank executive put it “they represent our issues clearly and unambiguously'’. An old Historian Bakhtiyar khan says the Owaisi family was a rich family even before entering Politics and he says he had seen the late Majlis leader Abdul Wahed Owaisi in an American Buick car at a time when rarely cars were seen on Hyderabad Roads and the family had strong relations with the erstwhile Nizams of Hyderabad and the Paighs even now the family is considered to be one of the richest families in Hyderabad. A university teacher says that the Majlis helped Muslims live with dignity and security at a time when they were under attack and even took the fear out of them after the Police action and adds that he has seen Majlis leaders in the front at times confronting with the Police and the Govt. Asaduddin Owaisi, the articulate UK educated barrister from Lincolns Inn College son of Salahuddin Owaisi and Former leader of the Majlis’ Legislature party and now an MP himself who has traveled across the globe meeting world leaders and organizations and even in war zones compares the Majlis to the Black Power movement of America. The Majlis that emerged after 1957 is a completely different entity from its pre-independence edition; he says adding that comparisons with that bloody past are “misleading and mischievous”. “That Majlis was fighting for state power, while we have no such ambitions or illusions”. He stoutly defends the need for “an independent political voice” for the minorities, which is willing to defend them and project their issues “firmly”. “How can an independent articulation of minority interests and aspirations be termed communal,” he asks and contests any definition of democracy which questions the loyalty of minorities if they assert their independent political identity. “We are a threat not only to the BJP and Hindu communalism, but also to Muslim extremism,” Asaduddin claims. “By providing a legitimate political vent for Muslims to voice their aspirations and fears, we are preventing the rise of political extremism and religious obscurantism when the community is under unprecedented attack from Hindu communalists and the state'’. He can be seen in his speeches speaking against terrorism in the Country and says if the time arises Majlis will stand side by side in defending the Nation and Recently Majlis e ittehadul Muslimeen MP Asaduddin Owaisi has Visited Lebanon after the war with Israel and met the leaders of the resistance group Hezbollah and has even visited Muslims throughout India especially in Gujarat, Bombay, Malegaon and represented there issues to the Government of India and in Parliament. Asaduddin Owaisis younger brother Akbaruddin Owaisi is now the Leader of the Majlis' Legislature Party in the State Assembly and is also considered to be a good orator and Crowd Puller for the Party.

Majlis e Ittehadul Muslimeen MP Asaduddin Owaisi : Madam, I will continue from where the hon. Member, Shri Mistry has left and I am very thankful to Md. Salim for giving a new and revolutionary meaning of ideology. With regard to the importance of minority rights, I would like to quote what Mr. Justice S.M. Sikri, the Chief Justice of India has once said:
“In fact, one may well compare our nation to being a jumbo jet flying through turbulent weather to a golden destination. For this flight every section of the people must be galvanised together as firmly as the various parts of the frame. The strength of the frame is equal only to the strength of the weakest section of the frame. One little crack, that is a disgruntle minority, would force the jet to the ground till the crack is repaired.”

This is what Justice S.M. Sikri has once said on the importance of minority rights as special protection in the Constitution of India.
Madam, secularism is the basic structure of our Constitution and the special rights and protection which are given to minorities are furthering the cause of secularism and the so-called theories of minority appeasement or giving unequal treatment or special protection. Various Supreme Court judgements have classified it and given verdict that it is baseless. The Supreme Court has said that all these theories of minority appeasement are baseless.
Moreover, the talk over here is that this present Government has indulged in minority appeasement. I would like to tell my colleagues on the other side over there that they are criticising the measures or steps which are being taken by this Government. Do they mean to say that they are wiser or more knowledgeable than the framers of the Constitution? The people who sat in the Constituent Assembly decided that the minorities of this country should be given special rights and protection. This is the basic structure of our Constitution. Now, we hear that these steps are being taken because of minority appeasement. I fail to understand, sometimes I am really surprised also. It clearly shows that Members are wiser and more knowledgeable than the framers of the Constitution. The whole thing that the Government is now doing, is it unconstitutional? Is this Bill against the spirit of the Constitution? Is this Bill against the national interest? Is this Bill against the basic structure of our Constitution and secularism? If you put forward these questions, the answer will be, 'No'. The Bill that has been brought is within the Constitution and it is furthering the cause of secularism, which is the basic structure of our Constitution. It is furthering article 30.
What is the Tenth Five Year Plan - 2002-2007? The main object of this plan was framed when the NDA was in power. It has been stated that the main objective of the Tenth Plan is to raise the enrolment of higher education between 18-23 years to 10 per cent by the end of the Plan. What is the percentage now? It is only eight per cent. I feel it is possible if we allow the minorities to open institutions of professional knowledge and teaching. We will be able to achieve this target which has been put in the Tenth Five Year Plan - 2002-07.
Coming to the Bill, I have some strong reservations. The initial Bill of National Commission for Minorities of 2004 was brought to grant affiliation to minority institutions. I am really surprised to read this particular Bill. It has basically broadened the ambit of the whole thing. You are talking about the recognition, permission and affiliation. I would like to know from the hon. Minister as to who has drafted this Bill.
If this Bill goes to any court, it will not stand a minute in the court of law. It will be declared ultra vires not because the other side is saying so but because this Bill has one particular point. Section 10, Chapter 3 says that any person who desires to establish a minority education institute may apply to the competent authority. Article 30 is a Fundamental Right. It is an unfettered right and Parliament cannot interfere in that. Why have you put this provision? I am warning the Government that God forbid, if this Bill is challenged in a court of law, it will take the presiding judge a minute to classify it as ultra vires because of this Section. I would request the hon. Minister to please read this again. This goes against the whole work which you are doing. Your intentions are very good. We are not doubting your intentions. But the way it has been drafted, it is very wrong in law. It will be wrong in principle. I am telling you this. It goes against the basic structure of our Constitution.
The Government has established a new Ministry called Ministry of Minority Welfare. It would have been really good if this Bill was tabled by the present Minister of Minority Welfare. This really pertains to it. Moreover, there is a saying in Urdu.
